Sembawang Airbase Solar Farm: Delivering Clean Energy in a Complex Operational Environment

Sembcorp is pleased to partner with the Ministry of Defence, the Republic of Singapore Air Force (RSAF) and the Defence Science and Technology Agency (DSTA) to deliver one of Singapore’s most unique and operationally demanding solar projects – the Sembawang Airbase Solar Farm.

Designed and built to meet stringent aviation, safety and structural requirements, this project reflects our commitment to providing practical, reliable clean energy solutions even in Singapore’s most challenging environments. Delivered in close collaboration with the RSAF and DSTA, the solar farm demonstrates how thoughtful engineering and strong partnerships can enable large‑scale renewable energy deployment without compromising mission-critical operations.

Engineering Innovation for an Active Airbase

Solar deployment within an airbase requires meticulous planning to ensure that flight operations, aviation safety and infrastructure integrity remain uncompromised. The Sembawang Airbase Solar Farm incorporates tailored engineering solutions developed specifically for the site’s operational requirements:

Eliminating Potential Glare for Safe Air Operations

To ensure that visibility for aircrew and control tower operations are not affected, the solar farm’s panel tilt angles were optimised through a comprehensive glare analysis conducted by the Solar Energy Research Institute of Singapore. These optimal tilt angles effectively eliminate potential glare affecting the control tower and aircraft flight paths.

Compliance with International Aviation Standards

The photovoltaic panels are installed at a height of 1.8 metres, facilitating easy maintenance while remaining fully compliant with the International Civil Aviation Organisation requirements for Obstacle Limitation Surfaces.

Reinforced Structural Design for Helicopter Operations

Given the airbase’s rotary‑wing operations, the solar mounting structures were specially reinforced to withstand helicopter downwash and outwash forces. Screw piles were driven 20% deeper into the ground and fitted with an extra helical plate, ensuring stability under additional wind loads and operational stresses.
